Following the municipal elections, I wrote an “Open Letter to the 117
new Mayors on integrity in municipal management” although I didn’t explain
how, in practice, the 308 national municipalities can and should design and implement systems
more transparent and honest management. Even though they can be broken down into dozens or hundreds
of other components of an action plan, the 10 “commandments” presented
summarized in this article, form the basis of a roadmap for innovation in management
municipal. The order of presentation (1 to 10) implies a logical sequence of
practical implementation. On innovation in local administrations, where the problem of
inefficiencies, bureaucracies, lack of transparency, informalities, control deficits, etc., if
