Corruption and terrorism are perhaps the two greatest challenges facing international society in the 21st century, the two greatest threats to democratic society. Such phenomena seem distinct, but in fact they are two facets of the same reality. Both are acts that call into question the universal principles of civilized people. Both are acts that undermine democracy, the rule of law, institutions and citizens in general. Both aim at submitting or modifying the political, social, economic and environmental structures of states. Both are prepared or practiced by isolated individuals, but assume greater gravity when carried out by organized groups. Both constitute threats on a planetary scale, but differ in their origin, modes of expression, and consequences. Such phenomena are not new, even taking into account their international dimension. What is new &ecute its magnitude are the means used, the constitution of networks embedded in society, the use of highly sophisticated means, and the difficulty of its detection and eradication.
